E-Bike Certifications Explained: EN15194 vs UL 2849 vs UL 2271

More e-bike shipments are stopped at customs for certification failures than for any other reason. The good news: the rules are clear and knowable. The bad news: "has a certificate" and "has the right certificate for my market" are two very different things, and the gap has cost importers tens of thousands of dollars in seized or destroyed goods. European Union: CE + EN15194 (EPAC)

To sell an electric bicycle in the EU as a bicycle (no plates, no licence), it must comply with EN15194 - the Electrically Power Assisted Cycles standard - and carry the CE mark. The hard limits: rated motor power at or below 250W, and assistance that cuts out at 25 km/h. Cross those lines and the bike is legally a motor vehicle, which changes everything downstream.

Also budget for EU trade defence measures: e-bike imports from China face anti-dumping duties of 9.9-70.1% plus anti-subsidy duties of 3.9-17.2%, in force until 2030. Always ask suppliers for a landed-cost quote that includes these.

USA & Canada: UL 2849 + UL 2271 + FCC + DOT

The US market requires battery and electrical-safety certification that is stricter than anywhere else:
